Our office concurs in the letter with the exception that the fourth and fifth paragraphs of the first page should be deleted and the following substituted:
We have determined that Attachment 4 of the submitted information marked as proprietary, should be withheld from public disclosure pursuant to 10 C.F.R. 2.790(b)(5) and Section 103(b) of the Atomic" Energy Act of 1954, as amended.
We realize that those paragraphs came out of a current NRC procedures manual, but we are in the process of changing those procedures.
Your letter has the distinction of being among the f't changes.
