Dear Mr. Crutchfield:

In our letter dated August 1,

1983, RG&E proposed that the Ginna Technical Specification 4.6.2.e be added, reguiring the performance of a battery discharge test at least once each 60 months.

This discharge test is suggested by IEEE-450, which was the review basis document for SEP Topic VIII-3.A.

An additional testing requirement of IEEE-450, not specifically committed to by RG&E during the topic assessment, (see letter from Maier to Crutchfield, January 15, 1982) concerns the freguency of the discharge test.

It is stated that the test should be performed annually whenever the battery shows signs of degradation or when 85% of the expected service life has been reached.

"Degradation" is indicated when the battery capacity drops more than 10% of rated capacity from its average or previous performance tests, or is below 90% of the manufacturer's rating.

RG&E agrees that the more frequent testing when battery capacity is below 90% of the manufacturer's rating is useful, and will incorporate such a provision into our proposed Technical Specifications.

However, RG&E does not believe that, in addition, the annual testing when 85% of expected service life is reached, is warranted.

RG&E considers that if the battery capacity is shown to be adeguate

(>90%), sufficient margin above the minimum requirement of 80% is demonstrated.

RG&E thus proposes to modify our Technical Specification modification request of August 1,

1983, as follows:

"4.6.2.e Each battery shall be subject to a discharge test at least once per 60 months.

The purpose of this test is to show that the battery capacity is at least 80% of the manufacturer's recommendations.

When performed, this discharge test may substitute for the load test.

4.6.2.f The discharge test shall be performed annually for any battery that shows signs of degradation.

Degradation is indicated when the battery capacity drops more than 10%

of rated capacity from its average on previous discharge

tests, or is below 90% of the manufacturer's rating."
