APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U.S.
Nuclear Regulatory Commission (the "Commission" ), Rochester Gas and Electric Corporation
("RGGE"), holder of Provisional Operating License No. DPR-18, hereby requests that the Technical Specifica-tions set forth in Appendix A to that license be amended to revise the list of hydraulic shock suppressors in Table 3.13-1.
This request for a change in the Technical Specifications is submitted as a result of modifications to plant piping systems.
The proposed technical specification change is set forth in Attachment A to this Application.
A safety evaluation is set forth in Attachment B.
This evaluation also demonstrates that the proposed change does not involve a significant change in the types or a significant increase in the amounts of effluents or any change in the authorized power level of the facility.
As demonstrated in Attachment C, the proposed change does not involve a significant hazards consideration.
The change involves a single
- issue, hydraulic snubber testing, and is in accordance with clearly identified NRC Position.
Therefore, this change is a
Class III Amendment in accordance with 10 CFR 170.22.

request results from an NRC requirement as specified in the plant Technical Specifications and is for the convenience of the NRC in maintaining a current list of hydraulic snubbers in the plant Technical Specifications, as opposed to an Inservice Inspection Program.
Finally, the change in Technical Specifications is of minor significance since the program requiring the change, seismic
- upgrade, has previously been reviewed by the NRC.
- Thus, no fee is required.
WHEREFORE, Applicant respectfully requests that Appendix A to Provisional Operating License No.
DPR-18 be amended in the form attached hereto as Attachment A.
