Dear Mr. Crutchfield:
Our Application for Amendment dated September 8,
1982 requested that the Technical Specifications set forth in Appendix A to Provisional Operating License No.
DPR-18 be amended to incorporate (1) changes to exercising tests of certain valves, (2) substitute containment isolation boundaries, (3) changes to allow low power physics testing prior to or during certain valve
- testing, and (4) a clarification of certain other Technical Specifications.
Because of discussions with your staff and because of events at Ginna Station, RG&E is withdrawing from consideration item (2) above, substitute containment isolation boundaries.
The proposed Technical Specification changes for the containment isolation boundaries appear in Section 3.6.3 on page 3.6-2 in Attachment A
to the Application for Amendment.
The safety evaluation discussion of these proposed changes appears on pages 6 and 7 of Attachment B to the Application.
Please delete the containment isolation boundary proposed
