OF SEPTEMBER 24, 1984 MEETING REGARDING RG&E'S REQUEST TO 'INCREASE THE CAPACITY OF THE SPENT FUEL POOL
.On September 24,
- 1984, members of the NRC staff met with representatives
~ of Rochester Gas and Electric Corporation (RG&E) to discuss the revised seismic analysis of the modified spent fuel pool racks.
The attendees of the meeting are listed in Enclosure l.
RG&E and its contractor (US Tool and Die) provided the staff and the staff's review contractor (Franklin Research Center) with a detailed explanation of the basis and methodology used in the mechanical analysis of the racks.
The staff was in general agreement with the approach and results of the analysis.
As a result of the meeting, the licensee will make three minor changes to the mechanical analysis report:
(1) The acceptance criteria for weld stresses will be based on the staff position
("Review and Acceptance of Spent Fuel Storage and Handling Application," dated April 4, 1978 and modified January 18, 1979) rather than on the Standard Review Plan; this is not expected to change any of the conclusions of the analysis; (2) The orientation of the racks shown in figure 5. 1. 1 of the mechanical analysis report will be changed to be consistent with the other figures and the analysis; and (3) In Section 6.0.1 of the analysis, a statement is made that "Fx is always compression and will therefore not stress the welds."
Ilhile the tension component of force can be ignored in the Ginna analysis because it is small compared to the other forces, the statement does not apply for all analyses.
The statement in Section 6.0.1 will be changed to specifically note why the compressive component of Fx is not considered for this analysis.
In addition to the changes, when the rack is removed from the pool, the licensee will verify that the weld orientation in the rack is consistent with the orientation used in the calculations.

A technical evaluation report will be forthcoming from the review contractor within five working days after receipt of the mechanical analysis report.
A copy of the report which was discussed in the September 24, 1984 meeting will be retained in the project manager's file.
