SUMMARY

OF AUGUST 13, 1984 MEETING REGARDING RG&E'S NEW SUBMITTAL ON FIRE PROTECTION MODIFICATIONS FOR COMPLIANCE WITH APPENDIX R

On August 13, 1984, members of the staff met with representatives of RG&E to discuss the January 16, 1984 submittal which revised their proposals for fire protection modifications.

In addition, the RG&E representatives described some changes to the fire hazards analysis and new information that would be submitted in the near future as a supplement to the January 16 submittal.

The attendees of the meeting are listed in Enclosure 1.

The agenda of the meeting is included on Enclosure 2.

RG&E described a redefinition of'some fire areas where previously defined fire areas are now merged into one five area, thereby relieving the requirement of a rated fire barrier as a boundary between two areas.

No physical changes to the plant result from this change.

They also described the other items indicated on the agenda and these will be included in the supplemental submittal.

The items that the staff identified as being problem areas were:

gualification of the Kaowool wrap as a one hour barrier; the untested configuration of the fire barrier in the diesel-generator cable vault; and the open grating in the manholes between the sub-basement and the basement of the intermediate building.

The staff recommended that fire detectors be placed at these manholes.

In addition, the staff repeated the questions and comments given at a previous meeting regarding the methods and procedures for safe shutdown following a fire.

RG&E stated that the Appendix R implementation schedule for the plant would expire in 20 months at the end of the 1986 refueling and, therefore, the staff's approval would be needed by November 1984.

The staff indicated that December 1984 was probably the best that could be expected depending upon how quickly RG&E could make their supplemental submittal and satisfy the concerns identified above.
