GINNA NUCLEAR POl4ER PLANT DOCKET NO. 50-244
1.0 INTRODUCTION AND BACKGROUND
This amendment modifies the Technical Specifications to incorporate two separate requests by Rochester Gas and Electric Corporation (RGI)E, the licensee).
It also makes a minor change in the organization chart to reflect a previously requested change which was reviewed and approved by the staff but was inadvertently omitted when Amendment No.
58 was issued.
By letter dated August 1, 1983, RG8E requested an amendment to the Appendix A Technical Specifications appended to Provisional Operating License No.
DPR-18 for the R.E. Ginna Nuclear Power Plant.
The amendment would approve the consolidation of the position of Superintendent of Nuclear Production with the position of Superintendent of Ginna.
A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Re ister on May 23, 1984 (49 FR 21836).

The amendment would change the titles of three of the management positions in the Rochester Gas and Electric Corporation.
A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Re ister on May 23, 1984 (49 FR 21837).

There were no requests for a hearing and no public comments were received.

2.0 DISCUSSION AND ANALYSIS 2.1 Mana ement Consolidation The result of the consolidation is the addition of responsibilities for corporate emergency planning to the current responsibilities of the Ginna Superintendent.
The licensee estimates that these new responsi-bilities will require only a small amount of the Superintendent's time (5% to 8C) and the licensee states that the consolidation of responsi-bilities will not reduce management attention to the safe operation of Ginna.
The NRC staff agrees that this change will not affect management attention to the saf'e operation of the plant.
The staff also notes the added benefit that this management change results in the Superintendent reporting directly to the Vice President, Electric and Steam Production instead of to another Superintendent.
On this basis, the staff finds the, proposed management change acceptable.
2.2 Chan es in Mana ement Titles The changes reflect changes in the RG8E management which took effect on February 1,
1984.
No changes in organizational structure, lines of authority, or level of management attention to the safe operation of Ginna were made.
Minor changes in title were made; the position of Executive Vice President became Senior Vice President, Operations; the position of Senior Vice President, Finance. and Rates became Executive Vice President, Finance and Rates; and the position of Vice President, Purchasing and Public Affairs became Vice President, Public Affairs, Purchasing and Districts.
The staff concludes that the changes will not reduce management attention to the safe operation of Ginna and will not affect the health and safety of the public and are therefore acceptable.
3.0 ENVIRONMENTAL CONSIDERATION
This amendment involves a change in the recordkeeping, reporting and administrative procedures and requirements.
The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupation radiation exposure.
The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding.
Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
4.0 CONCLUSION
The staff has further concluded, based on the considerations discussed
- above, that: (I) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner; and (2) such activities will be conducted in compliance with the Coranission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
