Dear Mr. Crutchfield:

Generic letter 83-37 requested that we review our Technical Specifications and propose amendments, as appropriate, to assure that facility operation is maintained within limits determined acceptable following implementation of certain NUREG-0737 items.

An RGSE letter dated December 19, 1983, stated the agreement reached with our Project Manager to submit proposed Technical Specification amendments by the end of April 1984.

At the time that schedule was agreed

upon, events of this spring concerning Appendix R compliance were unanticipated.

Significant interim actions were required by the NRC Staff to support the requested 10 CFR 50 Appendix R schedular exemption.

In addition, other regulatory items, such as control of heavy loads, have assumed a

higher priority and occupied the time of personnel assigned to respond to generic letter 83-37.

Analysis of heavy load movement in the auxiliary building is necessary to support proposed modifications to the spent fuel pool which is required to fulfill our commitment to the State of New York to remove RGE fuel from West Valley.

Equipment which is to be the subject of the proposed Technical Specifications is operating or will be operable within 45 days.

Thus, the affect of the proposed amendments will be minimal.

Accordingly, RGGE will propose the requested amendments by September 15, 1984.
