APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U.S.

Nuclear Regulatory Commission (the "Commission" ), Rochester Gas and Electric Corporation

("RG&E"), holder of Provisional Operating License No. DPR-18, hereby requests that the Technical Specifica-tions set forth in Appendix A to that license be amended to provide consistency in the basis for Technical Specification 2.1.

The proposed technical specification changes. are set forth in Attachment A to this Application.

A safety evaluation is set forth in Attachment B.

This evaluation also demonstrates that the proposed change does not involve a significant change in the types or a significant increase in the amounts of effluents or any change in the authorized power level of the facility.

As demonstrated in Attachment C, the proposed change does not involve a significant hazards consideration.

"Final" Evaluation Re ort Contents This will confirm our discussions on July 12, 1984 concerning the content of the report which we will tentatively entitle "Final Evaluation Program Report In Response to the Cessation of RDF Operations."

The report shall have seven main sections and follow the outline noted below:

Section I Executive Summar This section shall review the successful implementation of the RDF program at Russell Station and shall include a summary of RDF quality, quantity and utilization'ver the course of the program.

The ongoing operational impacts of installed RDF handling equipment within the station shall be briefly described.

Section II-Com leted Evaluation Pro ram Studies and Results This section shall review and summarize those aspects of the Program (Schedule I) that have been completed to date.

Conclusions drawn from those studies should be clearly stated.

Section III-Pro ram Studies Im lemented But Not Yet Com leted This section shall review the status of Evaluation Program studies which we are in the midst of conducting, such as the pipeline alternate materials study.

All work shall be summarized and a projection of work remaining and cost estimates for completion (should RDF'tilization commence again) shall be made.

Section IV Studies Contem lated But Not Yet Undertaken This section shall describe those projects envisioned as a part of the Program, but which have not yet been initiated.

Section V Actions Necessar To Place The Receivin and S litter Buildin s on Standb The details for this section will be supplied primarily by Bob Vermeulen.

Specific actions taken to place the receiving and splitter buildings and related equipment on standby shall be described.

Section VI On-oin Maintenance Re uirements This section shall detail the periodic (monthly, quarterly, etc.) activities (inspections, testing/

etc.)

necessary to insure that the receiving and splitter buildings and their related equipment are properly maintained under standby conditions.

Bob Vermeulen will supply most of the information for this section.

The station will conduct these activities with a view toward minimizing energy demand charges to Monroe County.

Section VII Activities Necessar to Restart the Facilities This section should stress the lead time necessary and the activities which must be completed prior to the future restart of the receiving and splitter buildings.

We estimate that at least three months will be needed for RG6E to make adequate staffing arrangements and/or equipment modifications (bag filter changes, wastewater treatment screening, etc.) prior to startup.

As discussed, you will have a draft of this report for our review by the end of August, with issuance of a final report anticipated by the end of September, 1984.
