Zwolinski, Director BWR Project Directorate ¹1 Division of BWR Licensing GINNA SHORT TERM ACTIVITIES On December 4, 1985, I visited Rochester Gas and Electric Corporation to discuss pending licensing actions and resolve a long standing concern regarding the staff's position on the need for the operations manager to possess an active SRO license.
Ginna is scheduled for a refueling outage to begin on February 8, 1986.
Several issues require resolution by the staff.
within in the next two months to assure there is no adverse impact on plans'or their forthcoming refueling outage.
These are:
1.
a license amendment is required to revise the containment isolation boundary table to reflect changes in the containment purge system and the refueling integrity portions of the TS, 2.
a safety evaluation is required to be generated on installation of an unlimited number of tube sheet sleeves, and 3.
RGSE intends to submit, within a week, the CE report for welded sleeves for staff review.
It is my understanding that the technical reviews for the three outage issues identified are to be done under Ron Ballard, Chief, Engineering

- issues, RGSE is involved in DOE's project on Fuel Consolidation.
While Fuel Consolidation is not an RGSE project, the license amendment issuance is crucial to support DOE's activity to ascertain the viability of the concept.
Ginna is pressing very hard for the Amendment to be issued no later than December 16, 1985.
Any delay in issuing the Amendment could lead to a confrontation with senior RGSE manage-ment and the staff.
