Modification to Computer Room Fire Detection Zone Specified in Technical Specifications R.

Dear Mr. Lear:

The purpose of this letter is to document an understanding reached with members of the NRC Staff concerning the Ginna Full Term Operating License fire protection condition.

Rochester Gas and Electric Corporation (RGSE) will install a new plant process computer system (PPCS) at Ginna in the Spring of 1986.

The PPCS is necessary to support the new Safety Assessment System required by NUREG-0737.

As a result of the PPCS installation>

the existing computer room floor will be modified.

The raised floor will be

'removed and wires for the computer will be relocated to a wire way

'nder 'the new PPCS.

A condition of the Ginna License requires that no modifica-tion be made to fire protection features that would decrease the current level of fire protectionl or otherwise would require a

Technical Specification change>

without NRC Staff review and approval.

The planned modification will not decrease the level of fire protection because detection and automatic actuation of Halon suppression will be retained.

However>

the current Technical Specifications specify two fire detection zones in the computer room<

Zone S07 under the raised floor and zone Z17 at the ceiling.

Currently Z17I the ceiling zonei is only used to actuate an alarm.

The under-floor zoner S07I is used to actuate the Halon system.

Modifications to the room to accommodate the PPCS will result in the Halon system being actuated by the ceiling zone.

The S07 detection zone will be removed along with the raised floor.

Neither the amount of Halon injected nor the concentration will be affected by this modification.

The proposed modification to the fire zones has been discussed with members of your Staf f and the following conclusions were reached:

When detection zone S07 is made inoperablei a fire watch patroli as required by Technical Specification 3.14.l.lai will be established.

The fire watch patrol will continue until automatic actuation capability of the Halon system is reinstated using detection zone Z17.

A license amendment application will be submitted to delete zone S07 from the Technical Specifications.

The modification can be made prior to issuance of the Technical Specification amendment.

These conclusions meet the requirements of the Ginna Full Term Operating License fire protection paragraph.

The level of fire protection previously approved by the NRC Staff will be maintained during and after completion of the modification.

No NRC approval< other than for the license amendment to delete Zone S07 from the Technical Specifications>

is required to proceed with the modification.
