Enclosed are:

Three (3) originals and nineteen (19) copies of an Application for Amendment to Operating License to amend Appendix A of that license to reflect changes recently announced in RGSE management.

2. Forty (40) copies of documents designated Attachments A and B which set forth the requested change in Technical Specificationsi its safety evaluation> and the basis for determining that the change does not involve a signficant hazards consideration< and

3. A check for $ 150 in accordance with 10 CFR 170.12.

An Application for Amendment to the R. E. Ginna Operating License was submitted February 25I 1985 to reflect changes in the RGGE management. Additional management changes were also submitted with an Application for Amendment dated July 25, 1985.

Further organizational changes have occurred and are included with the enclosed Application for Amendment. The February 25 and July 25 changes have been reflected on the enclosed proposed Technical Specification pages for those pages that are affected by more than one of the Applications. Rochester Gas and Electric also submitted an Application for Amendment on July 19< 1985 to remove the requirement that the Operations Manager hold a current SRO license. One of the pages of the July 19 Application is also proposed to be revised with this Application. Thusi part of the July 19 change is also reflected on one of the enclosed pages.
