GINNA NUCLEAR POWER PLANT DOCKET NO. 50-244

1.0 INTRODUCTION

2.0 By letter dated February 25, 1985 Rochester Gas and Electric Corporation requested a Technical Specification change that would incorporate changes in the company's management organization.

The changes were illustrated in an updated management organization chart.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Reqister on May 21, 1985 (50 FR 20987).

No public comments or requests ffoi fearing were received.

EVALUATION In the safety evaluation that accompanied the licensee's February 25, 1985 submittal, the licensee stated that a realignment of responsibilities in the Engineering organization has resulted in a change in title whereby the Engineering Department now reports to the Vice President, Engineering and Construction, and a position of Chief Enaineer has been created.

The position of Assistant Chief Engineer, Engineering and Construction, has been deleted.

In addition the licensee stated that in order to maintain independence of the Quality Assurance organization from the design, construction and other engineering functions, Quality Assurance now reports to the Vice President, Enqineerinq and Construction, instead of the Assistant Chief Engineer.

The staff has evaluated the licensee's request and concludes that the chanqes will not reduce management attention to the operation of Ginna, will not reduce the effectiveness of the Quality Assurance organization, and will not affect the health and safety of the public.

The changes are administrative in nature and are therefore acceptable.

3. 0 ENVIRONMENTAL CONS IDERATION Th',s amendment relates to changes in record keeping, reporting, or administrative procedures or requirements.

Accordingly, this amendment meets the eligibilitycriteria for categorical exclusion set forth in

>.0 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed

above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner; and

{2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
