Dear Mr. Zwolinski:
Your letter of February 12I 1985 titledr "Development of an Acceptable ECCS Evaluation Model which Includes the Effect of Upper Plenum Injection"I provided guidance for the development of future evaluation models that would be acceptable to the Staff.
That letter requested that within 60 days we inform the Staff of our plans and schedule to develop a
new ECC Evaluation Model.
Rochester Gas and Electric Corporation is contracting with Combustion Engineering Corporation to develop the Evaluation Model.
The attachment to this letter addresses the Staff's concerns and presents our plans to resolve the ECCS UPI issue.
A detailed topical report describing the Upper Plenum Injection (UPI) generic evaluation model> its experimental verification and required sensitivity studies will be submitted to the NRC by approximately December 1986.
It is our intention to provide the NRC an opportunity to review the major aspects of the model during the development period.
The first of these reviews will be during the last quarter of 1985.
Plant specific analyses for the R. E. Ginna plant will be submitted to the NRC approxi-mately four months after final NRC approval of the UPI Evaluation Model.
