UNITED STATES NUCLEAR REGULATORY COMiMISSION ROCHESTER GAS AND ELECTRIC CORPORATION DOCKET NO. 50-244 NOTICE OF ENVIRONMEN'PAL ASSESSMENT AND FIHDIHG OF NO SIGNIFICANT IMPACT 7590-01 The U. S. Nuclear Regulatory Commission (the Commission) is considering issuance of an exemption from the requirements of Appendix R to 10 CFR Part 50 to Rochester Gas and Electric Corporation (the licensee),
for the R.
E. Ginna Huclear Power Plant located in Mayne County, New York.
ENVIRONMENTAL ASSESSMENT Identification of Pro osed Action:
The exemptions would relax the requirement for a complete area-wide fixed fire suppression system in the Au'xiliary Building, i
Control Complex, Control Building, Screen House Building, Intermediate Building (North Section),
and Diesel Generator Vault.
The exemptions would also allow for the absence of 3-hour fire-rated walls between the cable tunnel and adjoining fire areas, and the absence of a 3-hour fire-rated barrier between redundant shutdown divisions in the Emergency Diesel Generator 1B Vault.
In addition, the exemptions would allow for the absence of a continuous fire-rated barrier at the common boundary between adjacent fire areas at the Refueling
, tlater Storage Tank, unprotected structural steel in Battery Rooms lA and 1B, and the lack of 20 feet of'eparation, free intervening combustible materials, between redundant shutdown divisions in the Intermediate Building, North Section.

- 1984, as supplemented by a letter dated January 16, 1985.
The Need for the Pro osed Action:
The proposed exemptions are needed because the features described in the licensee's request regarding the.'existing fire protection at its plant for these items are the most practical 'method for meeting the intent of Appendix R and literal compliance would not significantly enhance the fire protection capability.
Environmental Im acts of the Pro osed Action:
The proposed exemptions will provide a degree of fire protection that is equivalent to that required by Appendix R for other areas of the plant such that there is no increase in the risk of fires at this facility. 'Consequently, the probability of fires has not been increased and the post-fire radiological releases will not be greater than previously determined nor do the proposed exemptions otherwise affect radiological plant effluents.
Therefore, the Commission concludes that there are no significant radiological environmental impacts associated with these proposed exemptions.
With regard to potential non-radiological
- impacts, the proposed exemptions involve features located entirely within the restricted'rea's defined in 10 CFR Part 20.
They do not affect non-radiological plant effluents and have no other environmental impact.
Therefore, the Commission concludes that there are no significant non-radiological environmental impacts as'sociated with the proposed.eyemptions.

0 Alternatives to Proposed Action:
Since we have concluded that the environmental effects nf the proposed action are negligible, any alternatives with equal or greater environmental impacts need not be evaluated.
The principal alternative would be to deny the requested exemptions.
This would not reduce the environmental impacts of the integrity of safety systems and would result in the licensee being in violation of the Comnission's regulations.
k Alternative Use of Resources:
This action involves no use of resources not previously considered in the Final Environmental Statement for the R. E. Ginna Nuclear Power Plant.
Aqencies and Persons Consulted:
The NRC staff reviewed the licensee's request and did not consult other agencies or persons.
FINDING OF.NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for. the proposed exemptions.
Rased upon the foregoing environmental
~ assessment, we conclude that the proposed action will not have a significant effect on the auality of the human environment.
