- 1984, members of the staff met with representatives of RG8E to discuss the licensee's Operator Requalification Program.
The attendees of the meeting are listed in Enclosure 1.
Enclosure 2 contains the meeting agenda.
In opening remarks the staff indicated that an overview of the whole issue would be beneficial.
The staff requested that following the overview, details be provided regarding the effect of the NRC review and the requalification program on the individual plant operators.
One of the staff's objectives is to maintain a high level of proficiency in the operators while reducing the stresses associated with the testing and requalification program.
The licensee reviewed the events leading to the Ginna Operator Requalification reviews beginning with the first visit by a Region I examiner on January 3,
1984.
The background discussions included the various oral and written reviews which were given, and the respective results.
This information is detailed in Region I Inspection Report 50-244/84-14.
In response to the staff request for operator
- feedback, the licensee stated that the operators felt personally threatened by the requalification exam methodology, their moral was affected, and that they were uncertain as to followup involvement in the program.
In response to the operator concerns, the licensee presented comments on the NRC approach to licensed operator requalification.
The staff indicated that the program reviews were intended to remove some of the pressure from the operators while still maintaining a fair and accurate appraisal of the operator's capabilities.
A summary of the comments is included in Enclosure 2.">>
t The staff concluded the meeting by indicating that licensed operator feedback was an important part of the process.
- Further, the staff. is considering ways to ensure that the quality of reviews of the requalification programs is consistent.
As examples, there will be more direct NRC contact with the operators, the increased use of simulators as part of the requal.ification programs will be encouraqed, and the scope of a new operator exam vs.
a requalification exam will be addressed.
