OF NOVEMBER 30, 1984 MEETING REGARDING RG8E's SURMITTAL ON FIRE PROTECTION MODIFICATIONS FOR COMPLIANCE WITH APPENDIX R
On November 30,
- 1984, members of the staff met with representatives o<
RGSE to discuss RG8E's proposal for an alternative shutdown system.
There has been a recent change in the assignment of staff technical review personnel.
The purpose of the meeting was for RGRE to summarize the salient features of their proposed system and answer specific questions.
The attendees of the meeting are listed in the enclosure.
As a result of the discussion, there were four areas where the licensee was requested to provide the staff with written clarification regarding the proposal:
( 1)
RG8E proposed that, in the event of a fire in the control
- room, prevention of spurious equipment operation would be accomplished through the removal of the appropriate fuses.
This proposed action was accepted by the staff because the fus'es in question are all compactly located in the same area.
Further, all fuses would be removed, thus eliminating the need for an operator to spend time in searching for the appropriate one.
(2)
Some of the steps in various shutdown procedures require the manipulation of valves that are normally operated remotely from either the control room or some other remote control station.
Since the valves are normally operated in the same prescribed manner as would be required in the event of a fire, they need not be considered as part of the alternative shut-down capability.

The licensee stated that without taking any credit for repairs, the plant would be brought to cold shutdown within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.
RGSE will include a
statement to that effect in addressing the Appendix R compliance summary.

The licensee will provide clarification regarding how the loss of the alternative shutdown circuits due to blown fuses will be prevented.

December 27, 1984 RGSE and its contractor EPM will review the staff's request for clarification and provide the necessary documentation by December 14, 1984.
It is expected then, that the technical reviews from ASB and CHEB will be forwarded to DL by the end of December, 1984.
