Dear Mr. Zwolinski:
On March 26I 1984 Rochester Gas and Electric provided a Part II submittal in response to the NRC letter of December 22, 1984 regarding the Control of Heavy Loads.
In that submittal the 40 Ton Auxiliary Building Crane was not addressed because of a future modification that would upgrade this crane to comply with Section 5.1.2(l) of NUREG-0612 (single-failure-proof).
This modification is currently scheduled for completion by mid-summer 1985.
In the interim periodi RG6E will take exception to the guidance that the 40 Ton main hoist load blocki in the unloaded conditioni be considered a heavy load.
The load block weight is estimated between 1500 and 2000 lbs.
and in the unloaded condition the stresses in the mechanical and structural components are negligible.
This> together with the existence of an electrical brake which fails closed on loss of power and a separate overspeed device prohibiting uncontrolled loweringi makes the loss of control of the load block not credible.
However>
even though the load block is not considered a heavy load in the unloaded condition, any time an actual load is suspended from the hook> regardless of weight>
the existing restrictions on movement of heavy loads will be observed.
