NuScale Standard Design Certification 048 Operating Company: NuScale Power, LLC Docket No.52-048 Review Section: 09.05.04 - Emergency Diesel Engine Fuel Oil Storage and Transfer System Application Section: 9.5.4 QUESTIONS 09.05.04-1 10 CFR 52.47(a)(2) requires that a standard design certification applicant provide a description and analysis of the structures, systems, and components (SSCs) of the facility, with emphasis upon performance requirements, the bases, with technical justification therefore, upon which these requirements have been established, and the evaluations required to show that safety functions will be accomplished.

The applicant did not provide Sections 9.5.4 through 9.5.8 in the FSAR and yet other portions of the application (e.g., Subsection 8.1.2.1) indicate the existence and use of backup diesel generators as part of the backup power supply system (BPSS) when normal AC power sources are not available, and to provide backup electrical power to selected equipment l oads.

Furthermore, Subsection 19.1.7.2, also states Results of the Multiple Module Risk Evaluation at Full Power, states that [T]here are no additional module-specific components that are found to be risk significant in the multiple module PRA than are identified as risk significant in the single module PRA. The site AC power sources, i.e., the shared backup diesel and combustion turbine generator (CTG), are risk significant because of the importance of the site-wide LOOP initiator.

Therefore, the applicant is requested to provide descriptions for the backup diesel auxiliary systems to allow NRC staff to perform an appropriate review of the emergency diesel system.
