Dear Mr. Grier:

The purpose of this letter is to advise you of our posi-

_tion and intended corrective action conce~ning the items noted in Paragraph 5 of Form AEC-592 which was forwarded to us on November 25, 1970.

These items appear to be in non-compliance with the terms.of Paragraphs 3.7.D.2 and 3.7.D.3 of Appendix A to our Provisional Operating License for Dresden Unit 2 (DPR-19).

The circumstances surrounding these items were described in a letter from H. K. Hoyt, Superintendent of Dresden Station, to Dr. Peter A.

Mor~is, Director, Division of Reactor Licensing, dated November 27, 1970.

During main steamline isolation valve (MSIV) surveillance te~ting on October 27, 1970, it was found that MSIV-203-1C had a closure time of two seconds.

This time is less than the range for MSIV closure times (three to five seconds) specified in Table 3.7.1 of the Technical Specifications.

On November 5, 1970 Main Steamline ~C" was isolated by closing both MSIV's in this line.

Investigation of MSIV-203-1C following plant shutdown on November 14, 1970 indicated that a loose oil fitting had allowed the escape of oil a~d thus caused the short closure time of the valve.

Following tightening of the fitting and replacement of the oil, the valve was reset to close within the range of three to five seconds.

The decision to continue plant operation with MSIV-203-1C closure time less th~n three seconds and Main Steamline "C" no~

_isolated was based on the fact that Table 3.7.1 lists maximum oper-ating times for containment isolation valves and the three to five second range specified for MSIV's w~s interpreted as a range for maximum MSIV closure times rather than as a permissible range for MSIV closure times.

Furthermore, the average closure time of the faster closing MSIV in each ot the four main steamlines was within the range of three to f~~e sec6nds.and it was felt that the pressu~e transient resulting from simultaneous isolation of all four main steamlines (assuming the as-me~sured MSIV closure times) w*s con-servative relative to the worst case containment isolation pressure transient.

December 16, 1970 This decision was transmitted by the Dresden Station Review Board (SRB) to the Nuclear Revie~ Board (NRB) on November 2, 1970.

At its November 4, 1970 meeting, the NRB concluded that MSIV-203-1C should be considered inoperable per Table 3.7.1 of Appendix A to DPR-19.

This conclusion was transmitted to Dresden

,Station and action initiated immediately to isolate Main Steamline "C", thereby bringing plant operation into conformance wiih Appendix A to DPR-19.

Plant operation with Main Steamline "C" open was resumed following the maintenance described above which brought*

the closure time for MSIV-203-1C within the range of three to five seconds.

To improve the flexibility of plant operation, we are studying the possibility of requesting a change to the Technical Specifications to base the lower limit of MSIV closure times on average, rather than individual,valve closure times.

Until such time as this change is submitted and approved by the Division of Reactor Licensing, Dresden Station has been advised that a main steamline should be isolated during plant operation unless both MSIV~ in that line have closure times in the range of three' to*

five seconds.
