Reference (a) provfded a description of t~e commonwealth Edison Shift Technical Advisor (STA} long term program, including discussions of how our Station Control Room *Engineer (SCRE) program meets the requirements of NUREG 0737. to ~eference (a) pt e s e n t e d o u.r t r a i n i n g an d q u a l i f i c at i o n c r it e r i a: f or th e A* l t er n a t e

  • STA who would be utilized as a contingency substitute for the SCRE should a SCRE b.ecome tempor*a.r-ily unavailable at Dresden*,.. Quad Cities or Zion Station.
  • A similar c.ontingenc.y SCR[ substitute p.rogram. for LaSa.lle County Station is d~scribed in Appendix L (section L.3) to the LaSalle C.ounty St~ation FSAR.

In order to bring. the Dresden, Qu.ad Cities and Zion Alternate STA program closer to the LaSalle plan~ we have enclosed a revised Attachment 3 to Reference (a).

This revised program essentially require*s 224 hours0.00259 days <br />0.0622 hours <br />3.703704e-4 weeks <br />8.5232e-5 months <br /> of special training, with the option of* waving portions of this tra*ining for a given individual

  • based upon his prior training and experience.

The LaSalle County SCRE Contingency Plan has been reviewed by the NRC Staff and accepted in the NRC Safety Evaluation Report for LaSalle County Station {NUREG 0519).

Dresden, Quad Cities an~ Zion proposed Technical Specification changes supplementing the proposed changes of References (c) and (d) and incorporating our Alternate STA program will be submitted in the near future.

It shnuld be emphasized that we do not expect to require substitutes for the SCRE for any significant length of time, tf at all.

However since this is a Technical Specification item, contingen~y relief must be avai.labTe.

The July 1, 198l NUREG 0737 requirement to have a licensed SRO in the cntrol room is not affected by this contingency plan.

Although it is our tntention tn typically use the SCRE as the SRO in the control rooITT,

~nother licensed SRQ would become the SRO in the control room while an Alternate STA is on shift.

Eisenhut PROGRAM FOR ALTERNATE STA The following minimum criteria shall apply to any individual uti*lized as ~contingency substitute for the SCRE (in the event of SCRE unavailability that cannot prudently be handled with schedule modifications).

General Technical Education T h e s u b s t i t u t e s h a l l p o s s e s s a t e c h n i c a l d e g r e e, t h a t i s., a degree in an engineering or science field.

Reactor Operations T~aining The substitute shall have successfully completed a specialized traning program covering the design and operatitin of all plant systems.

For an individual with no prior training or ex~erience, this program shall have a duration of four* weeks (160 hours0.00185 days <br />0.0444 hours <br />2.645503e-4 weeks <br />6.088e-5 months <br />), and sh~ll include supervised and documented self-s.tudy and plant.tours as well as cla.ssroom* lectures.

Portion-s of this program may be* w*a*ived for a given individual based on his ~rior training and experience.

The substitute shall ada;itionally have successfully completed a modularized 'program of one week (40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br />) duration which includes training on:

- Technical Specifications

- Norm'a*l and Abnormal Operating Proce.dures

- Emergency Operating Pr-0cedures (EPGs, if applicable)

- Emergency Plan (GSEP)
