February 3, 1981, letter from D. G. Eisenhut to All Licensees and Applicants Referente (a), as supplemented by Reference (b),

transmitted the NRC request for a review of Commonwealt~ Edison Cpmpany's controls for handling heavy loads at nuclear power stations.

The~e reference~ also requested Commonwealth Edison to*

implement certain interim actions by May 15, 1981, at our operating nuclea~ plants.

The attachment to thi~ letter describes the interim actions t~ken at Dresden, Quad Citiei, and LaSalle County Stationi.

Please note that for* the purpose of our review of heavy loads controls, LaSalle County Station will be considered to be an operating plant. *LaSalle will therefore be included in our six month response (June 22, 1981) required by Referenc~ (a).

Since the Dresden Unit 1 reactor core has been unloaded in pr~paration for primary system chemical cleaning, only the Unit 1 fuel building load h~ndling equipment has been addressed at this time.

Load drops other than in the fuel building could not have adverse consequences as defined *in NUREG 0612.

The rematning applicabl~ Unit 1 load handling systems will be.addressed prior to start~p of the unit, now scheduled for June, 1986.

  • Commonwealth Edison has initiated the review of heavy loads control at Byron and Braidwood stations.

The r~sults of our review will be incorporated into future amendments to the FSAR.

An estimate of our sched~le for completion of this review will be provided in our six month response for o~erating statiohs.

In general, Commonwealth. Edison concurs that it is appropriate to minimize the likelihood of a heavy load drop impacting spent fuel or safe shutdown systems.

However, we believe that the approach taken in NUREG 0612 is too broad in scope, and the actions timetable chosen to be arbitrary, with the result that the potential safety issues are not appropriately prioritized.*

Please address any questions you may have concerning this matter tri this office.

Safe load paths have been defined to the extent believed necessary.

More detail conce~ning these paths will be provided in our response to Enclosure (3) which we intend to. provide by June 22, 1981, as requested.

Procedure should be develoged.

Dresden Response:

The necessary proc~dures are essentially developed; furth~r*inform~tion will be supplied by June 22, 1981.

Quad Cities Response:

~rocedures are being written and developed, but are not ye~ fully implemented.due to the large scope of the

'project.

The procedures will he in place prior to the time they are needed.

The next refueling outage is scheduled for September 1981, arid we do not intend to move any heavy loads over either fuel pool in the interim:

It is our intention to have heavy loads procedu~e~ in place prior* to the time they are needed.
