This submittal provides Revision 1 of the Maine Yankee IFMP to provide a general update regarding the status of spent fuel activities and to incorporate a reference to the schedule contained in the Maine Yankee Post-Shutdown Decommissioning Activities Report and define that an annual report regarding the status of the funding for managing irradiated fuel is submitted to the NRC in accordance with lQ CFR 50.82(a)(8)(vii). The changes made in Revision 1 of the Maine Yankee IFMP do not modify the waste management plan described in the current Maine Yankee IFMP; thus, Maine Yankee does not consider the changes to be significant. Regardless of that fact, Maine Yankee wanted to provide the revision in accordance with 10 CFR 50.54(bb ).

Revision 1 to the Maine Yankee Irradiated Fuel Management Plan
Background
The Maine Yankee site is owned by Maine Yankee Atomic Power Company (Maine Yankee).
The plant began commercial operation in December 1972 under Atomic Energy Commission Docket No. 50-309, Facility Operating License No. DPR-36, and generated spent fuel until the plant ceased operations in December 1996. Originally, the spent fuel remained stored on-site in a Spent Fuel Pool.
Maine Yankee is only authorized by the NRC to store spent fuel at the Maine Yankee site by Possession Only License No. DPR-36 (Docket No. 50-309) consistent with the provisions of 10 CFR Part 50. In a letter dated February 22, 2001, Maine Yankee notified the NRC of plans to utilize the general license established in 10 CFR 72.210 to store spent fuel in a storage cask system approved by the NRC, in accordance with 10 CFR 72, Subpart K. The ISFSI was constructed, and the transfer of spent fuel from the Spent Fuel Pool to the ISFSI was completed in the first quarter of 2004.
As a 10 CFR Part 50 Licensee, Maine Yankee is also authorized to store Greater than Class C (GTCC) waste on its site in accordance with the requirements of 10 CFR Part 30.
The decommissioning of Maine Yankee is complete, with the exception of those areas associated with the Maine Yankee ISFSI. On September 30, 2005, the NRC amended the Maine Yankee license, releasing most of the formerly licensed land for unrestricted use, shrinking the licensed land to that utilized to support the ISFSI.
Spent Fuel Management Strategy Maine Yankee is storing 1434 irradiated fuel assemblies on site at its ISFSI utilizing the NAC International, Inc. (NAC) Universal Multi-Purpose Canister spent fuel cask storage system (NAC-UMS) under the provisions of the general license established in 10 CFR 72.210.
The GTCC waste is stored at the ISFSI in the NAC-UMS system and was evaluated in accordance with the requirements of 10 CFR 72.48 and 10 CFR 72.212 to allow co-placement of the NAC-UMS system containing GTCC waste at the Maine Yankee ISFSI. The NAC-UMS Transport Safety Analysis Report (SAR) describes the GTCC waste Transportable Storage Canister (TSC) design and analyses.
10 CFR 72.212 gives the conditions for this general license and 10 CFR 72.212(b) delineates requirements that a general licensee shall meet. Maine Yankee reviewed and evaluated the provisions and conditions delineated in 10 CFR 72.212, and documented that evaluation in the Maine Yankee ISFSI 10 CFR 72.212 Evaluation Report. Maine Yankee maintains this document in accordance with 10 CFR 72.48.
Schedule for Storage of Irradiated Fuel The schedule for the remaining decommissioning activities, including the time period for storage of spent fuel and GTCC waste and the projected date for transfer of these materials to the Department of Energy (DOE), is defined in the Maine Yankee Post-Shutdown Decommissioning
Revision 1 to the Maine Yankee Irradiated Fuel Management Plan Activities Report (PSDAR). The Maine Yankee PSDAR is maintained in accordance with 10 CFR 50.82(a)(7).
Maine Yankee plans to store the irradiated fuel assemblies and GTCC waste at its ISFSI until the DOE satisfies its contractual obligations to take title and possession of the spent fuel and GTCC waste and remove the irradiated fuel assemblies and GTCC waste from the site. After this occurs, the site would decommission the ISFSI and seek to terminate the 10 CFR Part 50 license.
Funding for the Management of Irradiated Fuel Maine Yankee expects that the ISFSI operating costs will continue to cover a number of categories, including, but not limited to, payments for regulatory fees, costs for insurance, labor, security, materials and supplies, miscellaneous expenses, outside services, property taxes, rentals and leases and utilities. Maine Yankee submits an annual report to the NRC in accordance with 10 CFR 50.82(a)(8)(vii) that provides a status of the funding for managing irradiated fuel. The report defines:
- 1. The amount of funds accumulated to cover the cost of managing the irradiated fuel.
- 2. The projected cost of managing irradiated fuel until title to the fuel and possession of the fuel is transferred to the Secretary of Energy (i.e., the DOE).
- 3. If the funds accumulated do not cover the projected cost, a plan to obtain additional funds to cover the cost.
