Dear Mr. Lear:

As a result of our meeting with the NRC staff on August 5I 1986I and a subsequent telephone conversation on August 14I Rochester Gas and Electric Corporation with our vendori Combustion Engineeringi will be adding significant additional material to our Upper Plenum Injection (UPI) topical report describing the generic methodology for UPI analyses. The additional material which will be included in the final report will compare all applicable Cylindrical Core Test Facility (CCTF) results plus additional FLECHT results to facilitate affirmation of the applicability of our models to the analysis of plants with UPI. Inclusion of'hese comparisons will extend work on the preparation of the topical report by approximately three months. Howeveri based on conversations with the NRC staffi we understand that>

draft material of that portion of the topical report which if we submit describes the Combustion Engineering Upper Plenum Refill/Reflood (CEUPR) computer code by January 31, 1987I the NRC schedule for completion of the review of the generic methodology by January 1988 will not be impacted. The complete topical report will be submitted by March 31I 1987.
