Policy Statement on Engineering Expertise on Shift (Generic Letter 86-04)

Dear Mr. Fairtile:

Rochester Gas and Electric Corporation's current program for providing engineering expertise on shift was submitted to the NRC on August 5,

1980 (L.D. White, Jr. to D.M. Crutchfield).

This correspondence outlined a program. whereby the shift operation organization was augmented by a Shift Technical Advisor (STA) who had a Bachelor's degree in science or engineering or who held an NRC Senior Reactor Operator's License (SRO).

The training program for these individuals was reviewed by NRR and it has been determined to meet the intent of NUREG-0660 and NUREG-0737 as stated on January 12, 1982 (Crutchfield to Maier).

Our current STA program utilizes an "equivalency" criteria to an engineering degree in that STA's that have a bachelor's degree in science or who hold an SRO license are qualified to hold the position of STA provided they have received initial training to meet the requirements fisted in Harold Denton's letter dated October 30, 1979 and outlined in our letter dated December 30, 1980 (Maier to Crutchfield).

Currently, Rochester Gas and Electric Corporation does not, intend to modify its program for providing engineering expertise on shift.

However, RG&E is utilizing the services of Rochester Institute of Technology to provide college level education to operations personnel on a voluntary basis.

To date, 20 operators have received AAS degrees. 'f these, 5 operators have received bachelor degrees in mechanical engineering technology (BMET) and an additional 2

BMET degrees are anticipated to be completed in May of 1987.

The 60 suggested credit hours for SRO licensing has currently been completed by 7 personnel from the operation's section.

receive this 60 suggested technical credit hours in May of l987.

As additional engineering expertise is gained within the ranks of the operation's

section, RGGE will re-evaluate its STA program in light of Generic Letter 86-04.
