Dear Mr. Lear:

Xn letters dated December 13I 1985 and December 23I 1985'nd in Combustion Engineering (CE) report CEN-320-PI Rochester Gas and Electric informed the NRC of plans to use the CE welded sleeve design and technology to repair the Ginna steam generators during the 1986 spring outage.

The NRC Staff reviewed these submittals and provided an SER on February 7I 1986.

By February 27I 1986I 30 welded sleeves had been installed in the B steam generator.

Due to a repair required on the lower weld on one of a set of three sleeves installed<

the ultrasonic inspection probe could not be inserted to inspect the upper weld of that sleeve.

To remove the interference would require either the lower weld bead to be rolled or manually machined.

Rolling would risk damage to the lower weld and require subsequent repositioning of the manipulator and repair.

Both methods would result in an estimated increase in exposure of 3 to 5 man-rem.

This issue was discussed with Mr. M. Fairtile and Mr. D.

Sellers of your staff on February 27.

During that discussioni RGaE stated its determination that UT inspection of the upper weld of that one sleeve was not necessary or cost effective in terms of potential radiation exposure based upon the upper weld inspection results of the other twenty-nine sleeves.

UT inspection of each of the other twenty-nine upper welds showed the process to be successful to assure structural integrity on the first weld attempt.

Prior to installing the set of three sleeves with the uninspectable weld<

a test weld was completed and inspected with satisfactory results.

The three welds were then performed in the steam generator during which the mandatory process variables of voltage<

amperage and weld head rotation RPM were monitored and

were within weld procedure specifications.

Two of the three welds were subsequently UT inspected and found to be satisfactory.

The third weld> which was the first one welded in the sequence of three>

was visually inspected using a horoscope confirming the presence of an acceptable weld nugget.

In addition<

eddy current testing to establish baseline data for the sleeve material did not yield abnormal indications in the upper weld area for that sleeve.

RGGE is not proposing any change in our normal procedure requiring UT inspection of sleeve upper welds.

Our determination that an exception is acceptable in this case is based upon the excellent results of inspections of twenty-nine sleevesi satisfactory control of process variables>

visual inspection of the weld and consideration of the alternatives available to remove the interference.

Based on the conversation with your staff of February 27 1985<

we will return Ginna to service without a UT inspection of one upper weld.
