Dear Mr. Murley:

Rochester Gas and Electric is submitting the attached 10CFR Part 21 Evaluation and Notification. The notification concerns a defect in design of two (2) Residual Heat Removal Pumps supplied by Pacific Pump, Inc. of Los Angeles, CA. The defect consist of an interference between the mechanical seal pumping ring and the pump discharge housing.

The defective designed pumping rings were installed in 1969, during the construction phase, as a result of a mechanical seal modi ficati on. The mechanical seal was suppli ed by Crane Packing Company. Due to the date of occurrence, the condition is technically not 10CFR Part 21 reportable. However, due t'o the significance of'he potential pump degradation, Rochest'er Gas and Electric is submit'ting voluntary notification.

In discussion wi th Original Equipment Manufacturer, discovered during a root cause i nvesti gati on, there was a di mensi onal tolerance issue between the originally supplied mechanical seal outside diameter and the pump casing bore inside diameter. It was determined the mechanical seals were changed out during the plant construction phase and replaced with an alternate mechanical seal. Apparently, at this time, the original pumping ring was replaced with a new style ring with no attention paid to the impact of this change with respect to pump casing bore inside diameter.

Rubbing between the pumping ring and the pump housing could cause degradation to the pumping ring with the potential for damage to the pump rotating assembly.

Condition is technically not Part 22 violation due to date of occurrence (prior to 2978).
