Dear Mr. Stahle:
The original spent fuel pool cooling system includes the 1A spent fuel pool heat exchanger and. a radioactive effluent monitor (R-20).
The monitor is used to detect leakage of spent fuel pool water from the heat exchanger into the service water used. for cooling.
Operability requirements for R-20 are described in Table 3.5-5 of the Technical Specifications.
The new spent fuel pool cooling addition includes the 1B spent fuel pool heat exchanger and a radioactive effluent monitor (R-20B).
The R-20B monitor is equivalent to R-20 in terms of sensitivity and will be calibrated using approved procedures.
A request will be submitted to add monitor R-20B to Table 3.5-5 of the Technical Specifications.
Pending submission and approval of this Technical Specification
- change, when the 1B spent fuel pool cooling system is operating, monitor R-20B will be required to be operable with alarm and/or trip setpoints set to insure that the limits of Specification 3.9.1.1 and 3.9.2.1 are not exceeded..
If monitor R-20B is inoperable, then at least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> grab samples will be analyzed for gross radioactivity (beta or gamma) at a limit of detection of at most 10-7uCi/gram.
This requirement is the same as the present Technical Specification requirement for R-20.
The R-20 and R-20B monitors will not be required to be operable if the associated spent fuel pool pump is not operating and there is no service water flow through the associated heat exchanger.
If service water flow to a spent fuel pool heat exchanger is isolated, no effluent can result.
