Response to NRC Bulletin 87-02, Supplements 1 and 2 Fastener Testing to Determine Conformance with Applicable Material Specifications R.E. Ginna Nuclear Power Plant Docket No. 50-244
Dear Mr. Stahle:
As a follow-up of Item 5 of Bulletin 87-02, Supplements 1 and 2 were issued requesting information regarding the identity of all vendors from which safety-related and non safety-related fasteners have been obtained within the past 10 years.
Supplement 1 dated. April 22, 1988 and received April 25, 1988 by RGGE, requested a list of suppliers and. manufacturers for safety and non safety-related fasteners, including the addresses and material specifications procured. This information was requested to be furnished within 90 days of receipt of the supplement.
Supplement 2, dated June 10, 1988, revised the required.
action of Supplement 1 to clarify that the intended source of the information was the qualified suppliers list or approved, vendors list, and limited the scope to ferrous fasteners 1/4" or greater in diameter. Licensees were not required to search the purchase order files nor to contact subcontractors to obtain the requested information. Supplement 2 also reduced the time of interest to within the last 5 years for non safety-related fasteners.
The lists of fastener suppliers and other requested information are presented in Attachments A through D.
Suppliers for fasteners that may have been utilized for safety-related applications were obtained from our Qualified Suppliers List (QSL) and represents a review of QSL records back to 1980. These records are presently unavailable prior 8803050002 880725 PDR ADOCK 05000244 9 PDC
to 1980. However, compilation of the list included reviews of Purchasing Department files maintained by our purchasing agents, who have procured fasteners throughout the past 10 year period. Our review and identification of suppliers is considered as the best effort possible, short of a complete purchase order file search. We are confident that the vast majority of safety-related fastener suppliers and original equipment manufacturers (OEMs), who may have supplied fasteners as spares for their components, have been identified for the last 10 years.
Identification of fastener suppliers and OEMs that may have furnished fasteners for non safety-related. applications was based on a survey of Plant equipment, combined with reviews by procurement and project personnel who are most knowledgeable of our fastener procurements over the last 5 years.. A QSL is not maintained for non safety-related suppliers. Fasteners for these applications are generally purchased from distributors. The manufacturers of these fasteners are indeterminate in most cases, since certifications are not usually required nor provided to RG&E.
Consequently, a complete purchase order search is not likely to yield any additional useful information. We have a high confidence, however, that the search of available records that was performed for this effort has identified the majority of fastener suppliers and OEMs which may have furnished fasteners for non safety-related applications.
The Attachments are organized as follows:
Attachment A FASTENER SUPPLIERS FOR SAFETY-RELATED APPLICATIONS FROM RG&E QUALIFIED SUPPLIERS LIST.
The table identifies names and addresses of suppliers which are primarily fastener suppliers. Fasteners ordered by RG&E indicate the dates the supplier appeared on the RG&E Qualified Suppliers List (QSL).
Suppliers of fasteners procured by Bell Power Generation Service Corporation (BPGSC), which has been RG&E's construction contractor for Plant modifications for the last 10 years, are also indicated, as well as those suppliers utilized by both RG&E and BPGSC.
The types of ferrous fasteners procured for Plant modifications at R.E. Ginna are primarily ASTM A193, A194, A307, A325, A449, A490, A563 and SAE J429.
Attachment B SUPPLIERS OF SAFETY-RELATED MATERIAL OR COMPONENTS WHICH MAY HAVE SUPPLIED FASTENERS AS SPARES FOR THEIR COMPONENTS.
This table is subdivided by companies which supply the following components:
- 1. Valves
- 2. Pumps
- 3. Electrical Junction Boxes and Terminal Blocks
- 4. Other Manufacturers Materials or components procured by RG&E, BPGSC or both are indicated. The dates which the supplier appeared on RG&E's Qualified Suppliers List (QSL) or BPGSC's Approved Vendor ,
List (AVL) are also included.

This table includes names and addresses of suppliers. A Qualified. Suppliers List is not. utilized for Non-QA procurements, therefore, the dates of procurement would not be available without a file search. Procurements made by RG&E, BPGSC or both have been identified.
