FEASIBILITY OF AN NRC HUMAN FACTORS REGULATORY RESEARCH FACILITY-REOUEST FOR PARTICIPATION OF A ROCHESTER GAS AND ELECTRIC CORPORATION EMPLOYEE The NRC's Office of Nuclear Regulatory Research (RES) is conducting a project titled:

"Feasibility of an NRC Human Factors Regulatory Research Facility."

The objectives of this project are to:

a.

determine the availability and capabilities of existing research facilities to support the current and expected human factors regulatory research needs of the NRC; b.

determine the need, if any, for an enhancement of, or supplement to the present human factors research facilities by detailing those regulatory research

needs, current and expected, that cannot be met with existing facilities, or that cannot be performed at these facilities; c.

specify the characteristics of facilities that would be required to support these needs; and d.

perform a value-impact assessment of possible alternatives.

To advise and support the RES contractor in this important effort, a panel of subject matter experts and industry observers has been assembled.

These individuals will review materials prepared by the RES( contractor and will attend a series of not more than three meetings at which the relevant technical issues will be discussed.

These meetings.'will be held at or near facilities that have capabilities for performing th'e type of research being addressed in the RES contract.

This letter is to request permission for Hr. Frank Maciuska of your staff to serve as an industry observer in this process.

Because of the nature of human factors research, we think it would be valuable to have an operations perspective amongst the participants.

Hr. F. Haciuska's position as Supervisor of Licensing Training together with his role in the Professional Reactor Operators Society, certainly qualifies him to provide this point of view.

We understand Hr. Haciuska reports to Hr.

Unfortunately, project funding limitations preclude us from paying for Mr. Maciuska's participation.

However, we hope that you will find this project to be of sufficient value and relevance that this will not be a deterrent.

The first meeting of this group under the subject contract will be held June 23-25 at the NRC's Technical Training Center in Chattanooga, Tennessee.

Although the dates and locations for subsequent meetings have not been finalized, we plan to hold them at approximately four month intervals.

The following sites are under consideration:

NASA Ames Research

Center, Turner-Fairbank Highway Research Center of the Federal Highway Administration, and Wright-Patterson Air Force Base.
