Dear Mr. Johnson,

In the subject

letter, RG&E committed to install a

Containment Isolation Signal (CIS) to AOV 745 by the end of the 1992 refueling outage.

This modification was to be made strictly on the basis of an earlier letter from RG&E to the NRC which indicated that a CIS would be provided to all non-essential penetrations which includes the penetra-tion for AOV 745.

The current General Design Criteria (GDC) for con-tainment isolation valves,

however, do not require an automatic CIS to AOV 745 since the process piping is a closed system inside containment.

After further review, RG&E has determined that the Emergency Operating Procedure changes which were made directing an operator to remote-manually close AOV 745 from the Control room at an appropriate time following receipt of a CIS, is an acceptable solution to this concern, and that the cost associated with installing a CIS to AOV 745 is not warranted.

Therefore, RG&E does not intend to install this CIS to AOV 745.
