In our February 1,
1982 letter from John E. Maier (RG&E) to Mr.
D.M.
Crutchfield (USNRC),
we committed to have a
Shi:ft Technical Advisor on-site, and within.10 minutes of the Control Room.
This letter is to inform you of a change in the specific way this Rochester Gas and Electric Corporation commitment to'rovide Shift Technical Advisors is now being met.
The role of the STA requires significant levels of training.
The Ginna training faci;lity, although not, directly within the restricted area, is easily within 10 minutes of the Control Room
('see attached sketch).
We have performed several walkovers, at a normal ambulatory pace,,
to confirm this.
- Thus, RG&E intends to allow the STAs to make use of the training facility, and. still meet the intent of NUREG-0737 Item I.A.1.1, and be responsive to the Control Room within 10 minutes.
