Dear Mr. Crutchfield:
This letter documents conversations that members of our Staff have had with you, with Mr. W. Russell, SEP Branch Chief, and with several other members of the NRC Staff since July 1980 concerning the SEP review of Topic VI-8, Control Room Habitability (this topic also has a direct bearing on Topic II-1.C, "Potential Offsite Hazards" ).
This letter is also in response to your letter dated October 1,
1980 in which Topic VI-8 was deleted from SEP as being generic.
The SEP review of Topic VX-8 began with a site visit by NRC reviewers on September 6 to 8, 1978.
An additional site visit occurred on March 22, 1979.
Xn June 1980 we were apprised by the NRC reviewer that the draft topic assessment had been completed and would be issued shortly.
Accordingly, in our response dated June 13, 1980 to Mr. Eisenhut's letter of May 7, 1980 regarding "Five Additional TMX-2 Related Requirements",
we committed to perform that supplemental work which might be required after we had the opportunity to review the Staff Topic assessments.
Unfortunately, this topic assessment has yet to be issued.
Therefore, we have not started the study requested by the May 7 letter.
We have not started because both we and the Staff have already invested resources to bring the SEP review to its present relatively complete stage.
We believe it wasteful of time and manpower (both in short supply) to ignore this investment and begin again without taking advantage of the SEP efforts
