Dear Mr. Crutchfield:
In response to the emergency planning recommendation of the Atomic Industrial Forum, RG&E began in 1979 to investigate pos-sible locations for a recovery center, currently referred to as the Emergency Offsite Facility (EOF).
Based on the experiences at Three Mile Island following the accident, the investigation also dealt with the need for a media center.
Following receipt of draft criteria in NUREG-0696 on August 14, 1980 and the draft clarification accompanying Mr. Eisenhut's letter of September 5,
- 1980, RG&E selected the location which best meets the NRC draft'riteria in the most expeditious and cost effective manner.
The purpose of this letter is to describe our proposal and to request NRC concurrence.
The proposed location is the basement of the Wayne Central School District Middle School.
The Middle School is located in the town of Ontario Center, Wayne County on route 350 approxi-mately 4 miles distant from the Ginna reactor (Figure 1).
The portion of the building being considered for use as an EOF is in the basement.
The Wayne Central School District Administration has exclusive use of the basement.
The District Administration and its facilities are a separate
-and distinct entity from the School Administration and its facilities.
Students are not allowed in the basement and the School Administration has no accommodations in the basement.
Ninety five percent of the basement outside walls are below ground level with only a small part of the east wall exposed to the atmosphere.
All basement walls are 12 inch reinforced concrete walls.
The basement ceiling is 8 inches of reinforced concrete.
At least one floor of school space rises above the basement area and over most of the area there are two floors.

Discussions with the School District Administration and the Wayne. Central School Board over the past few months have resulted in the tentative agreement that the RG&E can utilize up to 8,000 square feet of floor area set aside for District Administration use w1.th an additional 20,000 square foot of undeveloped area available if need be.
The shared area will be laid out so that both the EOF and District Administration can effectively operate without cross interference in an emergency.
Figure 2 is the layout drawing of the Wayne Central Middle School basement depicting present administration facilities and their future modification plans.
Figure 3 is a composite drawing of Figure 2 and a conceptual layout, possibility of the RG&E Emergency Operation Facility showing areas of use and their in-tended function.
On October 15, 1980 the Wayne Central School Board met and approved the layout for use by the RG&E.
In the event of activation by an emergency at Ginna, the base-ment would be divided into three distinct areas, the EOF, the School District Administrative Offices, a'nd a news media 'center.
Isolation of the EOF from the other two areas would be assured by locked doors and security guards, at these access points.
The EOF would provide space for all necessary technical and management functions.
Stor-age areas are provided for equipment and materials.
- Further, a
backup Emergency Survey Center is provided should the existing Survey Center at the Ginna Information Center not be habitable.
Details of the media center have not been finalized, however, space is provided for RG&E personnel and up to 200 members of the media.
At present, the school has an emergency motor driven generator to provide backup power to selected areas and equipment.
Vital in-struments would be connected to circuits supplied by this backup power source.
For additional backup, an emergency power receptacle
. will be installed in an outer wall of the school.
Upon notification that the EOF is to be activated, an RG&E truck mounted diesel gener-ator would be dispatched to the school and connected to the emergency power receptacle.
In the event that normal power were lost, the diesel generators will satisfy power requirements of the EOF.
The HVAC system will be modified to include'charcoal filtra-tion capable of handling accident conditions and provide habita-bility.
The School District is presently modifying the basement.
It is desirable to coordinate our needs for an EOF with their modifica-
- tions, however this cannot occur until the necessary agreements between the School District and RG&E have been finalized.
In order to finalize these agreements, we required NRC approval of our proposal.
Therefore, we would appreciate your early consideration of our plans.
