Dear Mr. Eisenhut:
By letter dated September 19, 1980, the NRC transmitted a
Revised Order for Modification of License, effective immediately, directing that information regarding the environmental qualifica-tion of safety-related electrical equipment be submitted by November 1, 1980.
Specifically, the NRC, ordered that the sub-mittal of information fully and completely respond to the NRC Staff's requests transmitted by letters dated March 6, 1980 and March 28, 1980.
The purpose of this submittal is to respond to the Order, in a timely fashion, by addressing the environmental qualification of safety-related electrical equipment in accordance with the NRC's guidance'he electrical equipment described in the attached report is that safety-related equipment required to mitigate the effects of high or moderate energy line breaks inside or outside containment.
The environmental qualification requirements are described in the "DOR Guidelines", transmitted to RG&E on February 15, 1980.
Although the DOR Guidelines address all electrical equipment, the emphasis in this report will be on that equipment exposed to a "harsh" environment, as required by the Commission Order.
This revised scope is consistent with the Commission Order of September 19, 1980.
Equipment in other, "mild", environments will be addressed at a later time.

The initial submittal, dated February 24,
- 1978, was in response to an NRC request of December 15, 1977 addressed to the Systematic Evaluation Plan (SEP) utilities.

the request of the NRC, this submittal was reformatted and re-submitted on December 1, 1978.
In response to letters from the NRC dated March 6,
1980 and March 28, 1980, our previous sub-mittals were revised and resubmitted on April 25, 1980.
Follow-ing a site visit in early May 1980 by the NRC Staff and their consultants, the Staff provided its initial technical response to our submittals with the Franklin Research Center Draft Interim Technical Evaluation Report FRC Project C5257, dated August 20, 1980.
The enclosed submittal incorporates further information which has been obtained since April 25, 1980 and provides a
point-by-point response to the Franklin report.
As recognized by the NRC Staff's report, NUREG-0458, Short-Term Safety Assessment on the Environmental Qualification of Safety-Related Electrical Equipment of SEP Operating
- Reactors, dated May 1978, older operating nuclear plants do not necessarily fully conform to design criteria, such as those associated with environmental qualification, which was not in existence at the time these facilities were designed and constructed.
As noted in the attached report, it is recognized that total conformance to all of the applicable environmental qualification requirements is not provided for all safety-related electrical equipment subjected to harsh environments at Ginna.
In each such instance, detailed justification is provided for continued plant operation until total conformance can be achieved.
Such justification includes, for example, performance of safety functions prior to the existence of a harsh environment or performance of safety functions by diverse equipment not subjected to an adverse environment.
Nhen appropriate, commitments have been made to complete a replacement or qualification program as soon as practicable, before June 30,
- 1982, assuming that procurement delays do not prohibit replacement by this date.
Should such delays occur, we will promptly notify the NRC Staff.
Based upon the information provided in the attached
- report, RGSE concludes that a full and complete response, as required by the Commission's Order, is hereby provided.
