Dear Mr. Grier:
In response to Inspection and Enforcement Bulletin 80-15 dated June 18, 1980,. concerning the Emergency Notification System, the following information is provided.
New York Telephone was contacted on June 25, 1980 and confirmed that the ENS Communication is powered through their equipment.
The system is powered by 48VDC in their Central Office in Ontario.
Loss of off-site power would not affect most of the phones in this network.
Because of the NRC special instructions for the phone requirements for the resident inspector, his extension of the ENS would be inoperable during loss of off-site power.
Since the system operates continuously on DC power, no test was conducted to verify all extensions would operate with loss of off-site power.
A change to procedure Administrative Order A-.56 Communications Systems at Ginna Station has been initiated which willrequire one hour notification to the USNRC of system inoperability.
