Dear Mr. Crutchfield:
By letter dated April 10,
- 1980, we were requested to revise our Technical Specifications to incorporate additional clarification
.of the term "operable".
Model Technical Specifications were provided as guidance.
Inasmuch as Ginna does not have Standard Technical Specifica-
- tions, a careful review was necessary to determine the impact of the requested revisions in light of the existing Specifications.
The review disclosed many instances where significantly faster shutdowns to cold shutdown would be required by the Ginna Technical Specifications with the proposed revision than by Standard Technical Specifications.
This is due to the fact that the Ginna Technical Specifications do not, contain the detailed Action Statements as are found in Standard Technical Specifications with their progressive stages of action. ~ was the judgement of both the Plant Operations Review Committee and the Nuclear Safety Audit and Review Board that the revised definition of the term "operable" should not be incorporated into the Ginna Technical Specifications without also adding the corresponding action statements.
- Further, it was concluded that such a significant revision need not. be pursued at this time but may be deferred to be incorporated with the Techncial Specification changes that may be forthcoming as 8009080 DQ,Q
