Dear Mr. Crutchfield:
By letter dated April 10, 1980, which we received on April 18, 1980, Mr. Darrell Eisenhut requested that we propose a Technical Specification to clarify the use of the term OPERABLE.
A proposal was prepared and presented to the Plant Operations Review Committee and the Nuclear Safety Audit and Review Board (NSARB).
The NSARB has recommended that the proposal not be submitted until a review of the Technical Specifications can be com-pleted to ensure that implementation of the Staff guidance willnot result in any adverse impacts.
Such adverse impacts could occur since Ginna does not have Standard Technical Specifications and has some Specifications without the extensive "Action Statements" such as are found in the Standard Technical Specifications.
We expect to perform a review and to submit proposed Technical Specifications within the next 60 to 90 days.
