IE Bulletin No. 80-03, Loss of Charcoal from Standard Type II, 2 Inch, Tray Adsorber Cells R. E. Ginna Nuclear Power Plant, Unit 41 Docket No. 50-244

Dear Mr. Grier:

In response to NRC IE Bulletin No. 80-03 an inspection of the charcoal filter cells has been completed at Ginna Station.

The inspection was conducted in accordance with a procedure which is consistent with the standard given in Section 5 of ANSI N510-1975.

The exception to this is the Spent Fuel Pool Charcoal Filter which was tested

.per section 12 of ANSI N510-1975.

This was because it was not feasible to visually inspect the cells in this unit.

A tabulation of the systems involved, cell manufacturer and type, and observed cell condition is provided in the attachment.

Condition observed No deficiencies.

Noted evidence of corrosion on many screens.

Spacers loose in many filters.

No channeling or loss of charcoal has occurred.

Filters are being replaced although system is still operable.

"A" and "B" Auxiliary Building Charcoal Filter Filters generally in good physical condition.

One filter had slipped its spacers and was falling apart..

high D.P. had been previously noted and filters were due to be changed.

Controlled Access Filter Barnaby-Chancy FC Type SP 1521 No significant deficiencies.

Control Room Spent Fuel Pool Flanders Type II DT-10 No significant deficiencies.

Halide leak test performed.

99.41% leak efficiency.

"G" Air Handling Unit MSA Model ASK 1743-'692 No significant deficiencies.

"A" Kidney Filter Bank "B" Kidn'ey Filter Bank "A" Post Accident Filter MSA Model ASK Bank No significant deficiencies.
