Dear Mr. Grier:

ln response to Inspection and Enforcement Bulletin 79-19 concerning packaging of low-level radioactive waste, we indicated in our response to item 4 of the Bulletin that as part of impending Radiological Effluent Techni-cal Specifications, a process control program was to be developed and sub-mitted by January 1, 1980.

Due to our efforts in TMI related matters we have been unable to finalize the process control by the above date.

We have contacted Mr. Emch, the staff reviewer for our proposed Radiological Technical Specifications (EEB), who indicated that a submittal by March 1, 1980 is acceptable.
