Dear Mr. Ziemann:
Mr.
Tom Cheng of the NRC-SEP staff has requested that RG&E provide our structural model of the Ginna Containment Structure and Internals to Lawrence Livermore Laboratory (LLL) for their use in seismic analysis for the SEP Program.
Specifically, LLL will use our model to develop floor response spectra to use in their seismic evaluation of equipment and systems inside containment.
We have agreed to provide this information for LLL's use providing that we are kept aware of how the model's being used and providing that we can review LLL's input data and output, from the model, as
- required, to assure that all parties agree on the proper use of the model.
It should be noted that the design review for this
- model, which has been developed as part of our Seismic Upgrade
- Program, has not yet been completed by our A/E (Gilbert Associates) and as such the model must be considered "preliminary" and used accordingly.
Accordingly, by copy of this letter, the following information is being forwarded to the attention of Mr. Robert Murray at Lawrence Livermore Laboratory:

The reactor coolant loop model (Item 3 above) included with the building model is a simplified dynamic representation of the reactor coolant loop piping, components and supports.
The model is included with the containment structure only to account for the dynamic interaction effects of the primary loop on the generation of floor response spectra and should be used for no other purpose.
The same information with the exception of item 6 is being transmitted to Mr. Tom Cheng of the SEP Staff.
It should be noted that this information is considered to be proprietary information and should not be reproduced or placed in the Public Document Room.
An affidavit signed by Gilbert Associates Incorporated, who is the owner of the material, is enclosed.

On November 19, 1979, Gilbert Associates, Inc.,
a Delaware corporation with its principal offices in Berks County, Pennsylvania (hereinafter referred to as GAI), submitted to the U.S. Nuclear Regulatory Commission (hereinafter referred to as the NRC) proprietary information regarding the sesimic analysis of the containment building and containment interior structures of the R.E. Ginna Nuclear Power Station, Unit 1 in Rochester, New York.
The information included:
a.
Sketches of the finite element mathematical model of the containment interior structures.
b.
Model of the containment building shell showing the spring connecting the containment shell and the interior structures.
c.
NSSS model showing its connection to the ground and the interior structure finite element model.
d.
Computer card deck listing of the finite element mathematical model of containment building and interior structures in program STARDYNE input format.

By this application, submitted to the NRC at the same time as the above information, GAI respectfully requests that the above proprietary information be withheld from public disclosure.
This request is based upon the following reasons:
a.
The above information was developed primarily by GAI and has been and is being held in confidence by GAI.
b.
Detailed information used in the seismic analysis of specific nuclear power plant structures is of a type customarily held in confidence. It is felt that in this case there exists a rational basis for withholding the information due to the unique procedure used in the mathematical discretization of the structure as part of the analysis procedure.

GAI has transmitted the above listed information in confidence to the NRC, and request that it be handled and reviewed in a confidential manner.
d.
The above listed information is not available in public sources.
e.
. Public disclosure of the above information will adversely affect GAI's competitive position with respect to the subject thereof.
The final mathematical model used in the seismic analysis was developed after considerable effort in trying to model efficiently, accurately, and economically all relevant structural components having an effect upon the seismic response of the subject structures.
Public disclosure of the information would enable GAI's competitors to develop similar modeling techniques for the seismic analysis of nuclear power plant containment building and containment interior structures in substantially less time and at substantially less cost than the competitors might otherwise expend.
