Dear Mr. Ziemann:
In response to your November 5, 1979 letter received on November 9, 1979 concerning control rod position indication, the following informa-tion is provided.
The present Ginna Plant Technical Specifications definition of an inoperable control rod does include the statement "...if (a) the rod is mis-aligned by more than 15 inches with its bank..."
The plant does have tables for Control Rod position signal (voltages) versus Bank position (steps) as well as calibration procedures for at power alignment.
We plan to propose a Technical Specification change consistent with the requirements of your letter.
An application for such a proposal willbe filed after it has been reviewed by the Ginna Station Nuclear Safety Audit and Review Board in their meeting following the beginning of 1980.
