20555 RE:

Ginna Nuclear Power Plant - Supplement Item 3.2.9.

Dear Ernie:

On the team's visit to Ginna, June 27-30, 1978, the licensee stated that their three-man fire brigade was sufficient.

We took a position stated in John Townley's report of July 10, 1978 that the brigade size was inadequate and should be increased to five men.

This position is reflected in a memorandum from Gus Lainas to D. Ziemann of September 28, 1978 where justification of the three-man brigade was asked for.

The Safety Evaluation Report (SER) dated February 14, 1979 restates the five-man brigade requirement.

The licensee responded on May 25, 1979 agreeing to the five-man brigade.

We recommend that this supplement item is acceptable and closed.

Very truly, Edward A. MacDougall Reactor Engineering Analysis EAM:sd CGA e Ro R.
