Dear Mr. Grier:
In response to Inspection and Enforcement Bulletin 79-19 concerning packaging of low-level radioactive waste, the following information is pro-vided; l.
A set of current DOT, NRC and.State Transportation requirements is provided by Datomation Inc.
The regulations are kept current by biweekly updates.
2.
We currently have a copy of the Chem Nuclear license require-ments for its South Carolina burial site.
We normally do not ship to the Nevada or Washington burial sites.

Procedure A-201, Administrative and Engineering Staff Respon-sibilities, designates the responsibilities of the Supervisor of Health Physics and Chemistry and of the Health Physicist, which include the responsibility for safe transfer, packaging and transport of low-level radioactive materials.

We currently have approved operating procedures for waste process operations as well as Health Physics and Radioactive Discharge procedures for waste shipment.
As part of impending Environmental Technical Specifications, a
process control program is being developed and willbe submitted by January 1, 1980.
This willfurther define controls for physical and chemical packaging.

Our current operator training and systems lectures cover waste systems.
This training is being given to all operators and HP Technicians as well as to some plant maintenance personnel.
This phase of training should be completed for all operators before they begin operating the systems.
The HP Technicians are being trained on a rotating basis and all training in this phase should be completed by January 1, 1980.
Training in DOT and NRC shipping regulations is planned for this year.
This type of training.villalso be added to the operator and systems training program by January 1, 1980.

The RG&E Quality Assurance Group conducts audits of all plant operations including waste processing, Health Physics, radioactive discharge and training procedures.
In future audits of these sections attention willbe made in these areas to insure compliance with all regulatory requirements.

An audit of the Ginna Station Health Physics and Chemistry Section was performed on August 22-24, 1979.
This audit included radioactive waste shipments'.
Another audit willbe performed in October 1979 to include the completed items of this response.
9.
The number of low-level radioactive waste shipments, their volume and activity from the Ginna site have been routinely reported.
The major isotopes included were Co, Co Cs and Cs134.
The liquid waste processed at Ginna is packaged as 30 gallon amounts of liquid in DOT 17H drums prepared with 7.5 ft.
of cement-vermiculite mixture.
