IE Bulletins No.78-12A and 78-12B, Atypical Weld Material in Reactor Pressure Vessel Welds R. E. Ginna Nuclear Power Plant, Unit No.

1 Docket No. 50-244

Dear Mr. Grier:

We have been informed by our contractor, Westinghouse Electric Corporation, that on March 13, 1979 Babcock and Wilcox Company sent a report on their investigation into the atypical weld metal in reactor pressure vessels fabricated at their Mt. Vernon, Indiana plant to Mr. Wayne G.

Reinmuth, Office of Inspection and Enforcement.

This report covers on a generic basis the weld materials utilized in vessel fabrication from 1966 through November, 1978, which is inclusive of the time the R. E. Ginna vessel was fabricated.

The results are that the Crystal River 3 atypical chemistry condition is an isolated event involving a small amount of mate-rial in one heat of wire.

Included with this letter are copies of the letters from Babcock and Wilcox Company to Mr. Wayne G. Reinmuth, USNRC, and Mr. G. W. Lamb of Westinghouse Electric Corporation, which document the report being sent to the NRC covering the vessels built under contract by Babcock and Wilcox to Westinghouse.

The R. E. Ginna vessel was built under BGW Contract No. 610-0110 and purchased under Westinghouse Purchase Order No. 54-F-49758-BP.

Therefore, based on the generic report presented by Babcock and Wilcox in the transmittal to NRC on March 13, 1979, Rochester Gas and
