IE Bulletin No. 79-04 Incor'rect Weights for Swing Check Valves Manufactured by Velan Engineerinq Corporation R.E. Ginna Nuclear Power Plant, Unzt No. 1 Docket No. 50-244

Dear Mr. Grier:

Enclosed is a copy of our response to the subject IE Bulletin.

Very truly yours, Enclosure xc: U.S. Nuclear Regulatory Commission Office of Inspection and Enforcement

.-Division of Reactor Operations Inspection Washington, DC 20555

aPeW ~,

Response,to IE Bulletin No. 79-04 Incorrect Weights for Swing Check Valves Manufactured by Velan Engineering Corporation R.E. Ginna Nuclear Power Plant, Unit No. 1 Docket No. 50-244 There is one (1), six (6) inch diameter Velan swing check valve installed in both low head safety injection system lines at Ginna Station. They are designated as valves 853A and 853B by Rochester Gas and Electric; and have Westinghouse Tag No. 6-C58.

There are four (4), three (3) inch diameter Velan swing check valves installed in the high head safety injection system piping at: Ginna Station. They are designated as valves 870A, 870B, 889A, and 889B by Rochester Gas and Electric; and have Westinghouse Tag No. 3-C58.

The Velan drawings submitted for the valves at Ginna show a weight of 225 pounds for the six (6) inch swing check valves; and 60 pounds for the three (3) inch swing check valves.

is our understanding that the correct weights for these valves It are 450 and 85 pounds respectively.

We have evaluated the installation of these valves at Ginna.

In every case, we have found that the valves are installed in close proximity to pipe supports. In addition, Westinghouse has reported to us the results of analyses they have performed to study the effect of increased valve weights in typical systems. In all cases, they have found that pipe stresses and support loadings remained within-allowable values. Based on the close proximity of these valves to supports, and the results of the Westinghouse study, it is our determination that the reported weight changes would not result in significant, increases in pipe stiesses or support loadings at Ginna. Sketches showing the valve installations and supports are attached.

We do not plan to make any modifications to the piping systems or their supports because of the changes in valve weight.

Information relative to pipe stresses, support loadings, and analytical methods may be found in the June 9, 1969 submittal to the AEC entitled "Additional Information on Seismic Design of Class I Piping." A review of the piping analyses for all Seismic Category I piping systems, including the low head and high head safety injection systems, will be performed as part of the Systematic Evaluation Program for Ginna.

A discussion of the analytical techniques utilized for Class I piping at. Ginna may be found in our response to IE Bulletin No. 79-07 dated April 25, 1979.
