Fire Protection at R.E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Ziemann:

Item 3.2.9 of the Fire Protection Safety Evaluation Report for Ginna Station dated February 14, 1979 addresses the adequacy of the fire brigade size proposed by the Rochester Gas and Electric Corporation for Ginna Station.

~ A'dequate emphasis cannot be placed on the tremendous benefit realized by early detecti'on and subsequent quick-attack by the on-site fire brigade which will keep any fire small and readily extinguishable.

This contrasts greatly to what a municipal fire department would be likely to find in their response to a fire call and should not be judged in the same light.

Although the Rochester Gas and Electric Corporation feels there is adequate logic for a brigade to consist of three fully trained members and two partially trained members, we will have available five equally trained brigade members.

At least two of these brigade members will have additional leadership training so that back-up capabilities are realized within the brigade for each position.

Item 3.1.11 of the Fire Protection Safety Evaluation Report for Ginna Station dated February 14, 1979 addresses battery room ventilation.

An asterisk for this item indicated a request for de-sign detail as to how a safety margin will be maintained to keep hydrogen from building up.

The outside air makeup duct will have an adjustable damper in it.

After the damper is adjusted to the proper air flow, it. will be locked in position with the typical control arm mechanism.

In addition, stops will be placed inside the duct to keep the damper from closing further.
