Dear Mr. Ziemann:

Additional information was requested for certain items in the Safety Evaluation Report dated February 14, 1979. The items scheduled for response in April 1979 are contained herein.

Item 3.1.24 Piping and Duct 'Penetrations:

Piping and duct penetration seals of fire barriers will be upgraded to fire resistance ratings commensurate with the hazards on both sides of the barriers. ASTM E-119 fire test reports for comparable penetrations will be on file to verify seal adequacy.

Item 3.1.25 Construction Joints:

The'onstruction joints between the containment and the surrounding buildings will be modified to provide fire resistance commensurate with the hazards in the area.

The existing filler material will be covered on both sides with a flame retardant coating or replaced with silicone foam or silicone rubber strips.

Item 3.1.43 Detector Testing:

After the design of fire detection systems utilizing the NFPA 72 series as a guide, the following will be done:

.Portable smoke detectors will be installed in locations which are to be tested for adequacy.

Smoke or combustion products will be released by a suitable generator at, the locations of postulated fires.

The smoke generator will not constitute a fire hazard in itself.

DATE April 30, 1979 To Mr. D. Ziemann, Chief The adequacy of the detector locations will be determined utilizing an acceptable time differential between smoke generation and detection.

If relocation or addition of detectors is found necessary, the adequacy of the new locations will be verified by test.

Item 3.2.4 Electrical Cable Insulation:

The attached table lists the cable insulation types and quantities used in the Ginna Nuclear Plant. The combus-tion products for these insulation materials are listed in generic test reports published by manufacturers and test laboratories. After a review of these materials it is the Rochester Gas -and Electric Corporation position that none of the insulation produces combustion products of an unusual or significantly hazardous nature.
