NRC INTEGRATED INSPECTION REPORT NOS. 50-335/99-05, 50-389/99-05
Dear Mr. Plunkett:
This refers to the inspection conducted on July 11 through August 21, 1999, at your St. Lucie
Unit 1 and 2 reactor facilities. The enclosed report presents the results of that inspection.
During the inspection period, your conduct of activities at the St. Lucie facilitywas generally
characterized by safety conscious operations and well controlled maintenance and surveillance
activities. Reviews and self-assessments
associated with a November 1998 shutdown cooling
event were thorough and self-critical.
Based on the results of this inspection, the NRC has determined that three violations of NRC
requirements occurred.
These violations are being treated as non-cited violations (NCV),
consistent with Appendix C of the Enforcement Policy. These NCVs are described in the
subject inspection report. Ifyou contest the violations or severity level of these NCVs, you
should provide a response within 30 days of the date of this inspection report, with the basis for
your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk,
Washington DC 20555-0001, with copies to the Regional Administrator, Region II, the Resident
Inspector at your facility, and the Director, Office of Enforcement, United States Nuclear
Regulatory Commission, Washington DC 20555-0001.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its
enclosure willbe placed in the NRC Public Document Room.
