Dear Mr. Mosley:
Please publish this notice on consideration of issuance of amendment to the St. Lucie Nuclear Plant, Unit 2, license on the emergency publication schedule.
This request is being made for three reasons.
First, this notice provides for a 14-day comment period which needs to begin as soon as possible due to the nature of the situation at the St. Lucie plant. Second, the Nuclear Regulatory Commission has a policy that we prefer to process these types of amendments in a public environment, thereby avoiding what we call a "Notice of Enforcement Discretion," a process with no public input prior to the action. Third, this may assist us in also avoiding an emergency amendment to the St. Lucie, Unit 2, license, which again is a process with no public input prior to the action.
There are no other special instructions or requests.
